Debian (and many others for that matter) can not distribute Sun's Java because of Sun's licenses, which, for start, do not meet the Debian Free Software Guidelines. This is a problem since Java is such a widely used Internet language. There is a concerted effort to rectify this problem with a free Java implementation. However, you can install java-package to do the hard work for you, or else manually install the Sun Java software development kit yourself, as long as you are happy to accept the Sun Java license. Alternatively, install one of the alternatives like kaffe.
