RUBY sends a unicast query to node TERU asking about ANDOR. The RD bit is clear, so TERU does not check the NBNS database. It checks only the local name table and, finding no reference to the name ANDOR<20>, TERU sends a NEGATIVE NAME QUERY RESPONSE.
