DC-WG members,

Attached is an example of a constraint dictionary as a
spreadsheet, in Excel (Windows 95) and PDF formats.

I made a stab at describing some of the timing
constraints, but it is really intended to be a starting
point for discussion:
- Is this close to what people meant when we talked about
a constraint dictionary in the kickoff meeting?
- Is a spreadsheet like this the right format?
- Does this example contain the right types of data?
