DC-WG: e-mail attachments

E-mail attachments currently are not being handled properly by the e-mail
archive software. For the time being, they are available as separate files
at http://www.eda.org/dcwg/hm.attach, and there is a link from the main
web page to this directory. The file names correspond to the message numbers
in the e-mail archive.

I'm looking at other e-mail archive software as a long term fix.
