Details:
1. Constraint taxonomy

We talked about the format for the constraint taxonomy document.
Steve Grouts suggested using Word Heading styles for the constraint
name and semantics summary. This allows generating a table of contents
which provides just a list of the constraints or one which gives an
overview.

2. Discussion of Synopsys press release on licensing
constraints through the TAP-in program

We discussed this at length. There was general agreement that
the DC-WG charter is broader than the Synopsys constraints, and
that open standards are better than licensed ones. Concerns were
raised about the Synopsys constraints being tool-specific, which
syntax would be standardized (PrimeTime or DesignCompiler), and
how evolution of the standard would be handled.

The plan for resolving this is to gather additional input from
Synopsys and the DC-WG sponsors (OVI and VSI), write up the
alternatives, take a vote, and reflect the direction in the
charter.

3. Constraint taxonomy discussion
- Review first drafts of clock, exceptions,
timing and parasitics boundary conditions

We skipped this because none of the drafts were available yet.

4. Discussion on tags, modes, and operating conditions

The summary of each of these in the meeting minutes was
accurate, and people agreed with the write-up on modes.
