DC-WG: DAC Assertion Quirks for IEEE-1481 Tools

Found an "interesting" quirk of the IBM libraries
as I was working through the remaining few bugs in
our demo. Turns our .lib and IEEE use different
naming conventions, so the mapping will be as
follows:

.lib IEEE-1481
------------ ------------
10KCELLS_5LM 10kCells

I would guess most of the tools are using .lib-based
libraries so the DCD file, as coded, will work.
