Hello everyone.

Version 0.2.0 of the DCDL specification is now available at:

  http://www.eda.org/dcwg/

Please take a look at the change bar material in 3 and 4 and the
associated changes in the BNF annex.

Next week, we will go over the remaining design_name_space issues
and tackle the remaining universal commands.
