[$ieee-1850] Correction on first IEEE-1850 PSL Working Group Meeting

Because of conflicts with the IEEE DASC meeting (which will review and
vote on the 1850 PAR on September 23), our working group meeting has
been pushed out until next Tuesday (September 28). This delay enables
us to know the IEEE approval status for our 1850 PAR prior to beginning
work on the PSL standard.
