I agree, but I would suggest that we scope the work involved before we discuss how much it will cost, and how to fund it - and whether 'funding' will come through donated time and services, or otherwise.

In Accellera, we created PSL with minimal direct funding (only enough to pay for creating a very rough first draft of the PSL v1.0 LRM). The remaining work was all done through volunteer effort.

Since we started with the IEEE standard template when we began the Accellera effort, the PSL v1.1 LRM is already quite close to compliance with IEEE editorial guidelines, and relatively little additional work will be required to bring it into full compliance. I believe we can continue to do this as before, with volunteer effort, at least during the development of the initial version of the PSL standard, in which we are likely to make only minor changes to the language.

Another possible requirement for funding would be to pay for meeting facilities. However, the current plan is to conduct all business by teleconference, as we did in Accellera. Cadence is hosting the teleconferences, so that cost is covered.

A third possible requirement for funding would be to pay for IEEE support services, including consulting on how to run a standards project and adminstrative support for the balloting process. (Editorial support is also available, but as I noted, I don't expect that we will need it.) Given the lengthy involvement with IEEE standards development that some of us on this committee have had, it is not clear that we will really need much consulting regarding the process, beyond the level of support already available at no cost from IEEE staff (i.e., answers to specific questions). Perhaps we might benefit from administrative support during the balloting process, but even there I don't expect the work load to be huge, given the small number of voting members involved in this project.

Nonetheless, as you point out, we need to make a formal decision about the need for funding, and if needed, about funding methods. I will add to the agenda for next week a discussion about the possible need for funding.
