[$ieee-1850] Funding Allocation Comparison

Here's what the SV (P1800) WG has done for allocating costs to its WG
members:

The P1800 WG has established these amounts as annual fees due to plans
for future revisions of 1800 and 1364.

I have also confirmed that Mentor has budgeted funds for 2005 that would
be sufficient for the amounts discussed on the phone today (~$4k) for
P1850.
