RE: [$ieee-1850] IEEE P1850/D6 LRM now available

A separate glossary is appropriate and is consistent with other EDA
standards.

	I have now completed draft 6 (D6) of the IEEE P850 LRM. See:

	This version fixes all "known" issues, and includes the changes
identified by the IEEE tech-editor. 

	The only unresolved issue at this point concerns clause 3
Definitions. I am waiting for clarification on what needs to be moved
out of this section into a separate Annex (Glossary) and what needs to
remain. Note that this is only a structural change in the document and
not a content or technical change. Hence, please review this version for
our working group vote on April 12-th to move the LRM to Balloting.
