[$ieee-1850] P1850 Approval Notification

Dear members of the P1850 working group,

I am very pleased to announce that PSL is now an official IEEE  
standard.  I want to personally thank every member of the IEEE P1850  
working group for all your contributions this past year.  It is truly  
amazing when I think back on what we all accomplished in such a short  
period of time (we started our first IEEE working group meeting last  
fall).
