[$ieee-1850] Next IEEE-1850 PSL Working Group Meeting in February

Due to many conflicts in schedule, our next IEEE-1850 Meeting has  
been pushed out to the first week of February (tentatively set for  
February 2).   An email with details will be sent out prior to this
