[$ieee-1850] Draft PAR proposal for IEEE 1850 for Tuesday's meeting

Hi Team,

Please find attached a draft proposal for the IEEE 1850 PAR.  The  
section you should focus on for our discussion is 13, Scope of  
Proposed Project.  There are likely more enhancements listed in this  
section than we can realistically achieve (within a reasonable  
timeframe).  However, I would like to start our discussion open--with  
all possibilities considered--and then let the working group as a  
whole decide what is important.
