[$ieee-1850] Complementary copy of the new IEEE Stde 1850-2010 LRM

The new IEEE Std 1850-2010 LRM has now been published. As a thank your for
participating in this standard, the IEEE would like to provide you with a
complementary PDF copy of the published version of the LRM. Please send me
an email if you are interested in a free copy of the LRM (so I can verify
that you were a member of the P1850 working group at ANY point during the
development of the 2010 standard).
