The definition of the format for TIME in the reworked paragraph starting with
"Each read procedure..." does not allow a leading sign.  In addition, the use
of "numeric literal" should be replaced by "decimal literal."  The definition
should parallel the definitions of INTEGER and REAL, as stated above the
paragraph in question in the IR.

I.e., the definition should be:

    "The representation of a TIME value is formed by an optional decimal
literal (see
     Section 13.4.1) followed by one or more blanks, followed by a time unit
name as
     defined by package Standard."
