Description of Problem
----------------------
In the package TextIO there is an object of an access
type (parameter L of ENDLINE) and an object of a file type (parameter F of
ENDFILE) that are not of the class VARIABLE.  These are illegal by LRM 2.1.1,
LRM 3.3, and LRM 4.3.3.


Proposed Resolution
-------------------
For the time being we will provide a slightly modified version of
TextIO.
