Description of Problem

Is F(OPEN) a valid actual designator in an association
element, where F is a type conversion function?  This is not explicitly
disallowed by the LRM.


Proposed Resolution
-------------------
LRM 4.3.3.2 states that the single parameter of the type-
conversion function must be "of the type of the actual".  Since OPEN has no
"type", no type-conversion function can satisfy this.  Hence it is illegal.
This should be clarified in the LRM.
