Description of Problem
----------------------
Independent formal subelement association allows formals to be associated with
collections of actuals.  However, there are times when it would be more
convenient to provide the association not in the form of actuals independently
associated with formal subelements, but as a single formal associated with a
collection of actuals.  The collection of actuals would take the form (and
type) of either an aggregate or a concatenation.
