We feel that redefinition of predefined attributes should be disallowed. LRM
specifies a predefined languague environment (Chapter 14) and this should be a
consistent enviornment seen by all users. If we let users redefine predefined
attributes, then there is no meaning to saying that this attribute being
predefined.

Conclusion:
        LRM section 14.1 should be modified to disallow the redefinition of
        predefined attributes to provide a consistent predefined language
        environment between vendors/implementations.
