I find the VASG-ISAC Analysis & Rationale unclear.  I don't buy that the
"rules for constructing the sensitivity list are clear in the LRM".  Its
not clear to me from reading this IR what the ISAC understands these
rules to be.

I agree with another reviewer who points out "null signal" is not defined.

A Cadence reader of this IR has suggested it be revised/extended to deal
with the sensitivity list of a concurrent signal assignment such as:  

      cnd3: q <= '0', '1' after 1 ns when clock'event;
