The first paragraph in section 12.3 says: The elaboration of a declarative part consists of the elaboration of the declarative items, if any, in the order in which they are given in the declarative part. ... Proposed Resolution ------------------- Define it. For group template declarations, use wording akin to that for attribute declarations: Elaboration of an attribute declaration has no effect other than to create a template for defining attributes of items. For group declarations, use something akin to that wording for enumeration type definitions: Elaboration of an enumeration type definition has no effect other than the creation of the corresponding type. Probably, modify this to include whatever evaluation of group constituent names is needed.
