Description of Problem

The elaboration of group template declarations and group declarations is not 
defined.

This elaboration needs to be defined because the elaboration of declaratoin
parts is defined in terms of it.  The first paragraph in section 12.3 says:

        The elaboration of a declarative part consists of the elaboration of 
        the declarative items, if any, in the order in which they are given 
        in the declarative part.  ... 


Proposed Resolution
-------------------
Define it.

For group template declarations, use wording akin to that for attribute 
declarations:

        Elaboration of an attribute declaration has no effect other than to 
        create a template for defining attributes of items.

For group declarations, use something akin to that wording for enumeration 
type definitions:

        Elaboration of an enumeration type definition has no effect other 
        than the creation of the corresponding type.

Probably, modify this to include whatever evaluation of group constituent 
names is needed.
