Vote results: ISAC difficult issues

Dear colleagues,

All of the ISAC "difficult" issues were approved.  Please see the attached
record of votes.

The ISAC has reviewed comments from the previous votes and has prepared a
response document.  ISAC will also respond to comments from this vote.  A
number of recommendations have been revised in response to comments and will
be recirculated from approval.  I will forward the complete response
documents for all of the ISAC issues at that time.
