RE: ISAC: New IR2114

Chuck,

This is the second IR we've had on 1076.6 recently. Strictly speaking,
1076.6 is out of scope for VASG, and hence ISAC. However, the 1076.6 WG has
been disbanded, leaving DASC as the responsible party. I think we need to
clarify with DASC where 1076.6 issues should go.
