ISAC: VHDL-93 IRs updated

I have updated the following IRs at eda.org. Note that these are VHDL-93 
IRs, so the updated directory is
IRs-VHDL-93.

1040    Resolved composite signals are difficult to associate.
1081    Expression elaboration with impure functions
1086    Use of character literal or operator symbol in alias
1117    Problem with Composite Resolved Signal
1124    Are all actuals evaluated in incremental binding?

Special note: Although the analysis of IR1117 is clear (it deals with 
processes which update part of
a composite resolved signal), there was a great deal of heated 
discussion about whether or not the LRM
should be changed. So I have marked this IR as Analyzed instead of 
ISAC-Approved. In addition,
I put it on our list of "Open Issue" IRs. I also have two documents 
which contain the responses to the vote.
I was going to put them on the repository, but I decided not to, because 
they are somewhat inflammatory.
If and when the ISAC reviews IR1117, we can look at these comments. If 
you want to see them earlier,
let me (or Peter ) know, and we can send them to you.
