Restarting ISAC

Hi,
It is time to get ISAC restarted. Since it was hard to meet
by the phone in past, I was thinking that we could give TWIKI
a go.

I have started a TWIKI page for ISAC:

Since Chuck has left, we need a new chair for the subcommittee.
