Since technical contact looks to be frozen, I will postpone
giving any more technical feedback about the Axis issues related
to the specification.

On the next version I hope to continue to offer feedback to
remove the clocking requirements that are hardware dependent
and meant only for cycle-based emulators. I also hope to
remove the requirements for the unnecessary infrastructure
linkage since this can be determined at run time.

On this version, please consider my previous feedback about
documenting the C API first, and using C++ to extend C as
is the usual practice in software development.

Here is the copy of the standard document for review by email and then
in person on the 21st.

Remember that the technical content for this version of the SCE-MI
specification was approved at our last meeting. We are reviewing this
document to ensure that:
        It matches the Accelera style.
        It is clear and crisp in its explanations of the specification.
        The technical content matches the document we approved in the last
meeting.
