Duaine Pryor chaired in place of Brian Bailey who had a conflict and couldn't attend.
Rich Newell took the minutes.
 
Status of Cadence Donation:
"1st Principles" document in internal Cadence review. Targeting next Mon-Tues timeframe to send to reflector. Full proposal to follow later.
 
Status of Open Issues:
The web site being down made discussing the open issues more difficult.
Request to summarize issues in minutes, along with assigned person. (Done. See below)
Plan:
  Actions due next meeting (March 11). Try to converge via emails. Discuss at that meeting.
  Vote to close some/all during the meeting after (March 25).
 
Message Ordering:
There was a lively discussion regarding port priorities and the general topic of message ordering. It seems that some of the committee members had an understanding about message ordering that is not reflected clearly in the current specification. Duaine stated that messages transferred to the infrastructure should be delivered on the software side in order according to which uncontrolled clock the data was transferred on. Rich and Per stated that this was not a requirement of the current spec, as they interpreted it. Rich stated that the Aptix implementation can not guarantee this ordering. There was some brief discussion as to whether ordering should be required, and whether Duaine's interpretation should be loosened up to be on controlled clock boundaries (e.g., same cycle-stamp) vs. uncontrolled clock boundaries. The implications to the Cadence proposals need to be considered.
