IM03: Alternative Wording

Hi,

at the last meeting there was some concern about the proposed
wording for IM03 apart from the request to change `may' to
`shall'. I googled for the phrase `reserved namespaces' and
the first thing I found was the XML specification which has
the following phrase:

  Prefixes beginning with the three-letter sequence x, m, l,
  in any case combination, are reserved for use by XML and
  XML-related specifications.

What does the committee think about the following alternative
wording for IM03 based on the above:

  Prefixes beginning with the five-letter sequence s, c, e,
  m, i, in any case combination, are reserved for use by SCE-MI
  and SCE-MI related specifications.
