First Principles Document

Attached is a (short, please read) document outlining the
reasoning behind the current Cadence proposal to extend
SCE-MI, as agreed in principle by the ITC last fall.

The intent of this (short, please read) document is not
to specify the proposed changes themselves, but to get
agreement on the 'why' behind the changes, to facilitate
an agreed context in which the proposed changes can be
discussed, and eventually agreed upon.

Please feel free to forward comments/issues regarding this
to me directly, or to the reflector.
