IM14 and 15 combo rewording

Hi,

at the last meeting it was proposed to combine the rewording
proposals for IM14 and 15 in one coherent unit. Here is my
suggested wording that achieves that. Replace the paragraph
on p. 50 (in the 1.0 version) just below the prototype for
CycleStamp() with the following text:

  The SCE-MI supports a feature called cycle stamping. Each
  output message sent to the software side is stamped with the
  number of cycles of the 1/1 controlled clock since the
  end of creset at the time the message is accepted by the
  infrastructure. The cycle stamp shall be 0 while creset is
  asserted and 1 at the point of alignment. The cycle stamp
  provides [...]

I am not entirely satisfied with the term `end of creset'. Also,
is it unambiguous what `accepted by the infrastructure' means?
