Yes I agree. And, apologies for not responding sooner.

Another way of looking at it.

If you took Alexandre's example and added a "cclock_fastest"
SceMiClockPort with a 1:1 ratio, even if you did not use it to drive
anything, you could still control it from your transactors if emergency
brake semantics are desired.
