IM28 (was Re: Minutes)

Hi Brian,

at the top of the text of IM28 (http://www.eda.org/itc/open/IM28.txt)
it has a sentence about the `Oct 28' meeting and how the group preferred
option 2 with error changed to warning.  This is an old entry, right?
It is eerily similar to what we just discussed in the last meeting :-)
I encourage you to include the year in any such comments to avoid
confusion in the future :-)
