new draft 1.17 of scemi-pipes working document - consolidated HDL-side interface

Greetings ITC techies,

I've completed the document updates that we had talked about
to replaced the function based API on the HDL side with
the SystemVerilog interfaces.

I've also updated the header file and TLM examples in the
appendices as well as the examples in the main text.

All changes are highlighted with Word change tracking.

I'm sending the draft as a separate e-mail to Brian so he can
post it at the web site.

I'm pretty happy with how this came out. Particularly with
the fact that it went from the 42 pages of the previous
draft to a more concise 33 ! I think the interface and
use model have cleaned up and simplified considerably.
