in IM211 were covered in the discussion on IM209. Brian's summary dealt with
the portion of IM211 not covered, which was the issue of zero versus non-zero
time delivery of chunks of the messages sent over the pipes. This turns out to be a modeling subset issue
more than a transport layer issue.

still need this one. This has more to do with whether the modeling subset
allows multiple pipe accesses in 0-time or not and does not really impact the
operation of pipes themselves.
