Fix the date at the top of the file to be August 18.  Dennis moves that we
accept these minutes.  Danny seconds.  No opposed.  No abstain.  Passes.

Review of open Action Items:

  ==> Issue # 4: Karen to confirm that SV-CC will take "VCD dumping 
	for all types"
	SV-CC is not taking the update to the file.  No one volunteers
	to drive it.

	Karen moves that place issue 4 in the "deferred" category due to
	lack of a drive for issue 4.  Nikhil seconds.  No opposed.  No
	abstain.  Passes.

  ==> Karen: update the web to reflect today's changes.
	Done.

  ==> Issue # 7: Matt will drive this one.
	Done.  Proposal made.

  ==> Issue # 14: Dave will drive this one.
	No update.

  ==> Issue # 54: Cliff will drive this one.  He is currently 
	checking to see if it is a real issue.
  	Proposal made.

Issues with Proposals:
Issue 7:  Dave moves that we accept the proposal.  Brad seconds.  No 
	opposed.  No abstain.  Passes.

Issue 41:  Karen moves that we accept the proposal.  Brad seconds.  No
	opposed.  No abstain.  Passes.

Issue 42:  Karen moves that we close this issue.  Francoise seconds. 
	No opposed.  No abstain.  Passes.

Issue 47:  Karen moves that we accept the proposal.  Dave seconds.  No
	opposed.  Francoise abstains.  Passes.

	Francoise is concerned that the wording may not apply to object
	class instance.  She will open an issue on this.

Issue 54:  Cliff has a new proposal that is different from the proposal
	on the web.  His new proposal can be found in 
	http://www.eda.org/sv-bc/hm/1060.html  We went over his changes.
	Straw poll:  Should ref ports be the default interface behavior?
		I.E. are you willing to look for an alternative? (no
		     direction? or something else)

		Yes:  Dave, Brad, Karen

Issue 61:  Danny will send a new proposal.

Issue 52:  EXT-13 addresses this issue.  We'll leave this open until the
	sv-ec passes the issue.

Karen moves that commitments for issues from 3.1 are not required by the 
	end of today.  Dave seconds.  No opposed.  No abstain.  Passes.

Nikhil's proposal for tagged unions is the delivery of his commitment.

Issue 63:  Karen moves we accept this change.  Nikhil seconds.  No opposed.
	No abstain.  Passes.

Issue 64:  Danny moves we accept this proposal.  Brad seconds.  No opposed.  
	No abstain.  Passes.

Issue 67:  Doug has an outline of a proposal in issue 67 that we have 
	discussed.  $readmem is not defined on multi-dimensional arrays.
	There were no objections to making this a proposal, so Doug will
	work something up.

Issue 71:  Nikhil introduced the idea of tagged unions.

New issues discussion:

Issue 35:  Cliff will drive.

Issue 36:  Karen to drive.

Issue 38:  untypedef facility.  Who is interested?  
	Karen moves that we close this issue.  Namespaces are a better 
	solution.  Doug seconds.  No opposed.  No abstain.  Passes.

Issue 39:  Backward compatability pragmas.
	Karen moves that we close this issue and pass it on to the 1364.
	Cliff seconds.  No opposed.  No abstain.  Passes.

Issue 44:  No volunteers

Issue 45:  No volunteers

Issue 57:  Brad to own

Issue 58:  Karen to own
