171:  After some discussion, Doug made an alternate proposal for this
	issue.  The issue on the web was updated to reflect the 
	proposal.  

	Doug moves we accept the proposal.  Peter seconds.  No opposed

Our next meeting is 02/02/04 at 9am Pacific, but that date 
is subject to change based on Dave Rich's desire to revisit issue
