A couple of fixes need to be made to the proposal to address all
of the decisions from the last meeting.
Fix the syntax box in 18.3.1 to remove import package;
Remove import q in column 5.

In discussing the remaining open issue:

2) imports in modules means that ports lists have to use :: reference
    Possibilities for solutions:
	Import following module name
	Import endimport
	"With import " keywords in front of module

    Import endimport seems clumsy, but if we make no changes to $root,
	is important for allowing simple creation of libraries, i.e.
	not requiring import into $root, or repeated typing of import 
	statments for each module.  The separate compilation discussion
	should create a way to solve this problem.

    Imports follwoing the module name is fiewed as getting in the way
	of seeing what the module definition is.

    Karen will update the proposal to use with import a module...
