This proposal removes some of the more problematic constructs from $root, and supports the idea of separate compilation of a collection of files, with the idea of a local $root. It also adds sequences and proprities to packages. David will update the section numbers and paragraph ordering around Section 13.4. David is uncertain about the timeunit restrictions that he made in the proposal. Since modules can have different timeunits, he will update the proposal to allow separately compiled units to have timeunits as appropriate. We should also require timescale to exist in a program to specify delay (as for modules, timescale for functions is defined by the definition not the calling module. There are no hierarchical references in packages because the packages need to be compiled before reference. David will update the proposal by the end of Monday. Please get him feedback by then. We will vote on the proposal by email, closing Noon Pacific time on Wednesday. If anyone votes against it, they need to provide feedback as to what needs update.
