RE: [sv-cc] errata 40

Astute observations, Francoise. In particular, the
initialization, if any, for a "parameter type" is not
even an "expr", and it would be meaningless to do
a vpi_get_value on it.

Would it be better to define a new object called
a "parameter type"?
