[sv-cc] New Operating Procedures

Hi, all,

With today's DASC meeting, new operating rules come into effect for us. We will
discuss these at the next P1800 meeting. Attached is a FAQ about the operating
procedures, and the bylaws can be found at:

I will start removing email addresses from entities who are not IEEE member
entities from the reflectors over the next few weeks.
