P1666-201x draft LRM

All,

In the interests of openness, I have posted a draft LRM on the Twiki site.

Each edit has been tagged as follows:

CLARIFICATION - documentation change that clarifies the intent of the old
LRM - no change to SystemC source code
CORRECTION - documentation change that corrects an error in the old LRM -
no change to SystemC source code
CHANGE - that would require existing SystemC code to be reviewed because
it could cause incompatibility in rare cases
ADDITION - entirely new stuff

I am not calling for review or feedback at this point, but typos are
welcome. Any text not shown in red has not changed - so don't bother to
tell me its out-of-date!
