Hmm.........it does seem quite cryptic.
 
I think I meant that no special rules are necessary to determine the
behavior before simulation start. Whatever other rules are specified for
enable and resume will apply or will be adequate to determine the behavior
in this case also.
 
Let me know if something is not adding up here.

case"
"Enabling a process before simulation has started shall not be a special
case"

Please spell out what you mean.
