float missing form C/C++ operators on sc_fxnum and sc_fxnum_fast

This is not part of the list of changes and additions that we're working on, but we recently found the following bug/missing feature for the fixed-point types in SystemC:

It seems that 'float' is missing from the list of types for which the C/C++ operators are supported in the OSCI fixed-point types sc_fxnum and sc_fx_num_fast. In order to be complete this needs to be added to the definitions as they are described in the LRM in sections 7.10.10 and 7.10.11 as well as in the description of these features in 7.10.4.

This is probably a simple omission in the previous version of the standard, we would like to have it added to the LRM.
