New draft LRM for review

All,

I have uploaded a new P1666 draft LRM for review, including the changes
for version number macros.

As a reminder to everyone, we are working on two topics this week:

(D) sc_event_and_list / sc_event_or_list
(E) Change to sc_port class structure so bind can be overloaded

The end date for (D) is this coming Friday 22nd Oct.
