Solution 1:




The crystal oscillator circuit is not accessible before the start of
configuration. It may be possible to use it before the end of configuration,
as it is programmed by one of the very first bits in the configuration
bitstream.  This method is not recommended, as it is not tested or spec'd
and could change.
