Page 2-12 of the 2k/3k databook explain the weak-keeper circuit which is part
of the long lines in the 3000 devices.	This circuit is meant only to prevent
undefined floating levels.  Switching on adjacent lines could possibly cause
this value to change, and therefore the line should not be used as a storage
element.
