Problem Title:
xnf2wir 5.0: VSM gives 'ER Error - Could not find WIR file startup.1.'


Problem Description:
When processing a pre-Unified library design containing the STARTUP component
with XNF2WIR V5.0 or newer, the following error will be issued when the
simulation file is used:

  ER Error - Could not find WIR file startup.1.


Solution 1:

The SHM4000 library must be added so the simulation tool can find the
necessary WIR file.  Add the SHM4000 library to the designs VIEWDRAW.INI
file, just above the BUILTIN library, as shown below.

The SHM4000 library contains WIR files for the XC4000 hardmacros, map
components, carry components, and the startup component.
