Solution 1:
Although XABEL doesn't have a facility to merge FFs into IOBs, it can be done
in the following manner, regardless of whether or not the design is standalone.
After the top-level netlist is created, run the file through X-BLOX. X-BLOX
will merge flip-flops into IOBs where possible. This is true even if the user
is using a base system, for an unkeyed X-BLOX will still perform architectural
optimizations.
If the design is compiled using XMAKE, this can be easily acheived simply
by specifying the -b option to force execution of X-BLOX.
