Problem Title:
Error "could not read design database"


Problem Description:
XEMAKE fails, and indicates that it could not find the files necessary
for MAKEPRG (the .vmh file):

[Error] Can not read design database 'design'.	Make sure you have run
XEMAKE, FITEQN or FITNET.  Also verify that this file has read access.
Otherwise, use another design database.


Solution 1:

Errors during FITNET do not always cause XEMAKE to halt automatically.
MAKEPRG will be run subsequently and will also generate errors; however,
the MAKEPRG errors will scroll away the FITNET errors. This can create the
impression that the MAKEPRG error is the original problem.

Check FITNET for errors if this occurs.
